A Reference Number Qualifier must refer to a valid Reference Number Type. Reference Number Qualifiers can only be created for Reference Number Types that are active and are not system maintained.
A Reference Number Qualifier can be defined for the following Entity Types:
There is just one Reference Number Qualifier associated with each Reference Number Type where the System Maintained flag set to True; these Reference Number Qualifiers are provided with the application (as part of bootstrap data). The Reference Number Types that have the System Maintained flag set to True are:

Reference Number Qualifiers associated to Reference Number Types that have the System Maintained flag set to True can only be Viewed; their status cannot be changed (they cannot be deactivated).
All Reference Number Qualifiers associated to Reference Number Types that have the System Maintained flag set to True will also have their System Provided flag to True. In addition, there are several additional Reference Number Qualifiers that have their System Provided set to True even though the System Maintained flag is False for the corresponding Reference Number Type. These Reference Number Qualifiers are provided with the application (as part of bootstrap data). There is one such Reference Number Qualifier per each of Reference Number Type listed below and defined as generic (no Carrier ID). Carrier specific Reference Number Qualifiers can be created for each of these Reference Number Types:
